The major barriers for cloud computing in the public sector are data protection restrictions and the fear of long-term dependency with one specific vendor (lock-in problem). To better understand the challenges cloud is offering a number of usage scenarios have been analysed and defined with a focus on the German public sector. Deployment models with respect to organisational, regulatory and legal restrictions will be discussed. Available usage scenarios (NIST, DMTF, CCUCDG) are very focused on specific and very technical issues. To help potential customers better understand this, we propose to address very specific usage scenarios and templates on how to use them.
